dev-up의 DB 컨테이너 부재 시 docker 탐지 종료 오류 수정

PowerShell 5.1 Stop 정책에서 docker inspect 2>$null의 stderr가 종료 오류가 되어 새 DB 생성 전에 중단되던 문제를 탐지 전용 헬퍼로 막는다.
