ci: PlatformToolset v145 → v143 (CI 호환)

GitHub Actions windows-latest runner는 VS 2022 Enterprise를 제공하므로
v145 (VS 2026 toolset) 빌드 도구가 없어 MSB8020 발생.
v143 toolset은 VS 2022 + VS 2026 모두 지원하므로 통일.
